Analysis of Delhi High Court bomb blast emails sent on September 7, 2011

Two mails sent on two consecutive days by two different senders, both claiming responsibility for the blast outside Delhi high court that has claimed 12 lives so far, besides injuring more than 75 others. Toral Varia makes a comparative analysis of these mails and its effect on the investigations.

The first email from harkatuljihadi2011@gmail.com arrived at 1.14 pm on Wednesday in the inboxes on two media houses -- NDTV and Headlines Today -- just hours after the blast.

The mail allegedly sent out by Harkat-ul-Jihadi Islami which claimed responsibility of the terror attack outside the Delhi High Court stated, "We owe responsibility of today's blast at high court Delhi... our demand is that Afzal Guru's death sentence should be repealed immediately else we target major high courts & the Supreme Court of India…"

Just when the National Investigations Agency sleuths were tracking the first email ID traced to a cyber café in Jammu and Kashmir, a second email is sent to Headlines Today on Thursday.

This time email is sent at 12.37 pm from one 'chotoo minani ayushman' using email id chotoominani5@gmail.com. This mail tries to discredit the first email. It reads, "kal delhi me hue blast me huji ka haath ho hi nahi sakta hai. kyunkiuse hamne anjam diya. hamne pehle se yeh plan banaya tha ki wednesdayke din hi blast karna hai kyunki us din wahan sabse jyada crowd hotihai. ise hamne yani INDIAN MUZAHIDDIN NE ANJAM DIYA HAI. huji ka tohisme dur-dur tak koi wasta nahi hai. hamara agla taret jald hi ranglayega jo ek shopping complex ke bahar hoga. use koi nahi rok sakta.aur yeh agle tuesday ko hoga. rok sako toh rok lo.chotoo (chotu) member INDIAN MUZAHIDDIN"

After closer look at both the emails, one wonders if the investigators are being sent on a wild goose chase. Is this an attempt to enable the perpetrators to escape while the officers are busy concentrating on tracing the sender of the email?

Or are these emails mere pranks? Are the officials losing out on crucial time and leads in the investigation while concentrating on the emails?

"We are taking each email seriously. We are already working on tracking the email after it has been forwarded to us along with the headers," says Prakash Mishra, special director general of the National Investigations Agency.

Since the latest email has been sent by a 'chotoo minani ayushman' who claims to be a member of 'INDIAN MUZAHIDDIN,' a natural comparison with all the previous Indian Mujahideen mails is warranted.

It must be noted that Indian Mujahideen has sent as many as five emails claiming responsibilities for various attacks. All the emails were drafted with precision using PDF files, various fonts and colours, Urdu script, a proper signature, a well researched list of recipients, and sent minutes after a terror attack was executed. All the mails were signed by 'Al – ARBI.'

Content for the Indian Mujahideen mails was usually written in impeccable English, interspersed with the verses from the holy Koran, a picture of the Gujarat carnage, references to 'atrocities on Muslims' amongst other inflammatory literature.

However, one look at both the emails, that have been sent claiming and counter claiming responsibilities for Wednesday's blast, and the first impression is that the mails have perhaps been sent by an amateur.

A senior Mumbai crime branch official associated with the investigations into the previous blasts observes that, "This time around both the mails appear to be an afterthought almost bordering on pranks"

HuJI, which is not very active in India, is not really known to be sending emails to claim responsibility of an attack. And on the other hand, Indian Mujahideen has never written a mail that appears shabby in language and spelling.

Unlike the previous elaborate mails sent out by the terror outfit Indian Mujahideen, both the emails are short with two lines and four lines each.

The second mail especially has strikingly spelled "Indian Mujahideen' as 'INDIAN MUZAHIDDIN'. The sender has written a mail in roman Hindi which has never been Indian Mujahideen's style.

The content really appears to be plagiarised from national television news channels reporting on why the gates of Delhi high court are crowded on any given working Wednesday.

Indian Mujahideen is also never known to leave individual names as a sign off like 'chotoo' (Chotu) member of INDIAN MUZAHIDDIN.'

The sender's list as compared to that of the Indian Mujahideen is also very basic. While the first email was sent to just two media houses, the second was sent to only one. Indian Mujahideen mails have always been sent to a multiple print, television and international media houses.

The language in both the recent emails appears to be very layman like. The mails also differ in formatting, and fonts. The first email has no signature and makes a demand not to hang Parliament attack accused Afzal Guru.

Again on this front, Indian Mujahideen is known to seek revenge and never make any particular demands, while issuing threats to target other key locations.

Timing of the mails also gives credence to police's theory that the mails have been sent as an afterthought. Besides the mails appear to have been sent through stationary computers, which is totally different from hacking unsecured wifi networks and sending mails on the move.

Perhaps the senders are trying to ape the modus operandi adopted by the Indian Mujahideen. Investigators are also working on a conjecture that this is "perhaps because a number of blast cases executed by the IM have gone undetected so far," says an official from the NIA.

This also points to a possibility that the perhaps this is a separate group and will have to be investigated differently.

And while, home ministry and NIA officials confirm that they are taking each lead, including the terror mails, seriously, privately NIA officials believe that the mails may well turn out to be pranks. However, as of now, verification of facts in underway, even as speculations are rife.

Tauqeer, says Kapadia, would hold a Majlis (meetings) with them thrice a day in that room. “We were not allowed to go out even to the mosques for prayers, we were told to pray inside that room.”

Then the speakers would turn closer home. “They would keep reminding us about the demolition of the Babri Masjid and the 2002 Gujarat riots. They would show us photographs of dead bodies of Muslim women and children burnt and brutally killed in communal violence”, Kapadia recalled.

“From among us, they selected enthusiastic youths who are both physically and mentally strong, and loyal to their ideology. They relentlessly kept convincing us that someone from the community should take revenge and kill people of particular community. I was one of the few Taqueer selected, and he he kept me with him for three months.”

The recruits were kept isolated. “They didn’t allow us to meet even our family members. During Majlis, they would explain to us the meaning of verses from the Quran and interpret those to convince us that we must take revenge and give a proper retaliation to persecution.

“He would particularly look for news of the torture of Muslims in the other countries. Taqueer wanted to keep everything secret and had warned Kapadia not to disclose his working style even to Sajid Mansuri, he said.

Weeks went by, and soon came July 26, when the bombs they planted in Ahmedabad left a trial of blood and gore. Three months of desperate hide-and-seek with the law and then Kapadia was picked up from Indore.

“Main sirf ek baat kehna chahta hoon un Muslim ladkon se jo abhi tak in logon ki giraft mein nahin aye hain. Yeh log aapko Muslimon par huwe zulm ke photo dikhakar aur kaumwad ki batein sunakar aapko emotional karke apni taraf attract karte hain. They will show you photos and tell you stories of torture on Muslims and make you emotional. They will then convince you to carry out anti-national activities.)

Not just a claim, a manifesto for jihad by Praveen Swami

In fact, the e-mail couldn’t be more transparent: as its authors assert at its outset, the document mailed to the media quite simply is the “Indian Mujahideen’s Declaration of Open War Against India.”

Given the stark fact that the bicycles shown in the video attached to the Indian Mujahideen e-mail were those used to execute the Jaipur serial bombings, there can be little doubt the message is credible.

It would be misleading, though, to understand the e-mail only as a claim of responsibility. Like a similar document issued by the Indian Mujahideen after the bombings of three trial-court buildings in Uttar Pradesh last year, the e-mail is — despite its crude style and poor spelling — a political manifesto.

According to the authors of the e-mail, the bombings were carried out to meet two purposes: first, to “blow part your tourism structure” and, second, to “demolish your faith in the dirty mud, in the name of Hanuman, Sita [and] Ram”.

At its outset, the e-mail links the attacks in Jaipur to the broader global jihad, warning the “USA and [Great] Britain in particular that [that] we Muslims are one across the globe.” Although there is no reference to the Islamist campaigns in Afghanistan or Iraq, the e-mail threatens that western visitors to India “will be welcomed by our suicide attackers.”

But the e-mail is, for the most part, concerned with explaining just why the Indian Mujahideen are conducting terrorist attacks. Violence, the e-mail states, is a means to “to clearly give our message to Kuffar-e-Hind [the infidels of India] that if Islam and Muslims in this country are not safe then the light of your safety will also go off very soon”.

Some of the sharpest invective in the document, interestingly, is reserved for the clerics who issued an unequivocal condemnation of terrorism in February. After two days of discussions held at the historic Dar-ul-Uloom seminary in Deoband, Uttar Pradesh, the clerics had said terrorism was “un-Islamic,” and called on Indian Muslims to “continue their loyalty towards their motherland.”

Describing the clerics as “dogs,” a “bunch of cowards”, “puppets of Hinduism” and “ullema-e-Kuffar”, or the disbeliever’s clergy, the e-mail interrogates “what terrorism is all about and who is a terrorist”. Who, it asks, are the terrorists: the “Hindus who killed the Muslims in Gujarat [and] Maharashtra or us who took revenge [qisas] through serial blast in Mumbai local trains?”

Citing from the Koran and the Hadith, or traditions of the Prophet, the Indian Mujahideen argues its actions have theological legitimacy. Scriptural calls for forgiveness relied on by the Deoband clerics, it says, are only relevant after a decisive military victory. Dialogue, it continues, is futile: “there is no existence of compromise between a believer and a non-believer.”

Islamic law, the e-mail asserts, allows the use of collective retaliation against civilians if they are infidels. Given that “a single [Muslim] home is attacked by thousands of [Hindu] terrorists, [a] single woman is raped by hundreds of men,” it becomes legitimate for “the mujahideen to go to any extent or use anything to crush the dignity and power of the enemy.”

According to the e-mail, all Indians are legitimate targets because “they have willingly elected their leaders and representatives in Parliament who draw up the policies which murder our children, dishonour our women, occupy our houses and plunder our wealth.” Moreover, Hindus “fund the terrorist organisations like Rashtriya Swayamsevak Sangh, Vishwa Hindu Parishad and Shiv Sena.”

In its hostility to the Deoband clerics’ declaration, the e-mail is one with most south Asian jihadists. Soon after the declaration was issued, the Jamait ul-Mujahideen rejected it as “poison for all Islamic movements in the world.” For its part, the United Jihad Council said the declaration was “one-sided,” and promised to continue the jihad “until the Day of Doom.”

We have carried out this attack in the memory of two most eminent Mujahids of India: Sayyed Ahmed Shaheed and Shah Ismail Shaheed (may Allah bestow His Mercy upon them) who had raised the glorious banner of Jihad against the disbelievers in this very city of Delhi. It is the great hard work and sacrifices of these visionary legends that shall always inspire us Inshallah to carry on the struggle and fight against the Kufr (disbelief) till our last breath. This is the moment when the Muslims of Delhi should once again reflect at the glorious history of our ancestors and revive the forgotten obligation of JIHAD.


Your oppression will always be revenged Inshallah though after years to come. Never assume that we have forgotten the demolition of Babri Masjid and by Allah we can never forget it! It is that grave mistake of yours which will make you taste humiliation for generations to come. Babri Masjid was and will remain to be our glorious self esteem and Inshallah, we will prove it to you a hornet’s nest in which you have immersed your bare hand, unaware of the pain to come. If you are prepared to suffer the results of this issue, then by the will of Allah, verily! We will make you face it, and if you feel you are wise enough, then here we announce our ultimatum: Vacate the land of Babri as soon as you can.

The INDIAN MUJAHIDEEN accepts the sole responsibility of Delhi serial blasts, and we claim this, through our third consecutive email, which is, unfortunately, still a mystery for you. It is very sad to see the bad condition of your cyber forensics who have still failed to find out our technique of sending the “Message of Death”.

To end with, we have now proved to you that the more you trouble us, the more you will be troubled by us. This deadliest strike at Delhi once again makes it clear that our threats are not at all limited to mere words and with the Will and Permission of Allah, the action is in front of your eyes. Let us make it clear to all the enemies of Muslims, especially the Hindus of India, that the BJP backed RSS, VHP, Bajrang Dal, and the entire Sangh Parivar would be the only responsible factors for whatever horrifying tragedies you are to face in the nearest future. The cause will be these wicked bastards and the effect will be on the entire nation. Remember it is not at all difficult for us to attack you in states like Punjab, Haryana, Himachal Pradesh, Orissa, Tamil Nadu, Kerala etc. And by The Grace of Allah there is no shortage of explosives or lack of manpower and we are extremely capable to shed your blood anywhere anytime. The only reason here is that your wrongs against us in other states have crossed the limits of cruelty. If you still think that the arrests, expulsions, killing, murders, fake encounters, tortures, sufferings, cases, trials and tribulations inflicted on us will not be answered back, then here we remind you: that those days have gone.

The battle has now begun and the dust will never settle down. And All Praise be to Allah, Lord Of the Worlds, and Peace be upon His Messenger Muhammad, and all those who follow the Guidance.
